From established national, my irrigation and water conservancy construction experience has series of major of change, founding early to reform and opening up, irrigation and water conservancy construction to has made great strides of development, however reform and opening up, near30years to my in irrigation and water conservancy construction gradually into dilemma, irrigation and water conservancy perennial disrepair and constantly exposed out serious of consequences, especially in should near ten years to frequently constantly of dry flood natural disasters in the performance obvious.This article to start with system changes to perspectives, analyses since the founding of the evolution mechanism of farmland water conservancy construction, analyze the stages and characteristics of farmland water conservancy construction mechanisms and plight of farmland water conservancy construction present situation and origin. This article says fiscal system and transition of the organization system is raising national and social collective to retreat from the irrigation and water conservancy construction, and the root causes of difficulties for the irrigation and water conservancy construction.
