Research On Protection Of The Cultivated Land In Lu’An City

Cultivated Land is the essence of land resource, the most important agricultural production, but also the foundation of protecting the land ecosystem stability and optimization. Land use/cover change has become a hot topic of current research, while cultivated land change is an important part of their research. Protection of the Cultivated Land has a very great significance to ensuring food security, maintaining social stability and achieving economic, ecological and sustainable development. Throughing collection,collation and analysis of the present situation of Luan city and social and economic development, the paper identifys problems, proposes appropriate measures to protect arable land on the basis of current land use planning.This article uses four “guarantees” to describe in detail the importance of cultivated land.These are food security, social stability, ecological safetyand sustained and rapid economic development.The first part will summarize the background, the purpose and significance of the research,domestic and international research trends.The second part deals with the theory related to cultivated land protection,such as the theory of man-land relations, land economics, soil science theory, land resource asset managementThrough the investigation of the basic profiles of Lu’an:the natural resources and socio-economic development, status of land use, cultivated land changing trends and driving forces, performance and problems of cultivated land protection, the third part gives a judgement of the overall trend on the basis of the Twelveth Five-Year Plan.The fourth part is about land development situation of Luan, the status of reserve land resources.Based on the oretical estimates of food security, through analysis of occupation, ecological restoration, disaster reduction of cultivated land, and land development to increase the amount of arable land, the fifth part estimates demand for land planning period, and determines amount of cultivated land in2020.Finally, according to the actual of Luan, the paper put forward protection strategies and measures to strengthen the proposed land and basic farmland from administrative, legal, economic, science and technology.
