Dispatching, which lay the foundation for reliable, economicaloperation of the electrical grid and the standard operation of the electricitymarket, will promote the optimal allocation of electrical resource. It is asystematic project with good organization, sophisticated technology, andgreat responsibility. With the development of UHV smart grid, theconfiguration and function of the Hunan grid is witnessing dramaticchange, which poses new challenge and requirement of dispatching. Inorder to keep the reliable operation of the whole grid to achieve optimalallocation of electrical resource and safe usage of electricity, it’s urgent topromote a reform of the dispatching to optimize the core operation flow,improve operational efficiency, in order to improve our capability inmanaging huge grid.Firstly, using PDCA method, we describe the problem of thedispatching from four respects, including work planning, mission implementation, appraisal, and summarizing experience, by systematicanalyzing the dispatching of the grid. After that, we describe the origin ofthese problems from four aspect, involving management system,organizational structure, institutional improvement and technical support.Secondly, according to the basic regular and the mainstream of dispatching,we define the basic requirements and duty of different part of grid indispatching, and construct PDCA-based dispatching pattern of Hu nan grid.After that, we describe the whole procedure of PDCA-based dispatching,including horizontal and vertical process, and safety control process ofoperation department. Finally, from a systems engineering perspective, wepropose obligation system, ensuring system, monitoring system, andemergency systems, in order to improve the execution and processmonitoring, job evaluation, labor emulation, performance appraisal of theperformance quality.We implement our research findings in developing OMS to improveits quality. Besides, we use procedure control in checking links to prevent accident and improve the PDCA circulating.
