A Study On The Evaluation And Promotion Countermeasure Of Anhui Agricultural Industrialization Leading Enterprises’ Technology Innovation Capability

In recent years, the state proposed to accelerate the construction of a national innovation system, and to build the technological innovation system with market-oriented, enterprises as the mainstay, and a combination of Production-Teaching-Scientific Research. As the main character of the technological innovation system, enterprises technological innovation capability plays a vital role in the entire national development strategy. Especially, the technological innovation capability of agricultural industrialization leading enterprises directly affect the agricultural industry technology innovation system and the process of agricultural industrialization.It is conductive to find out the disadvantages of agriculture industrialization leading enterprise in the development of the technological innovation and then put forward with the countermeasures of improving technology innovation capability, based on the research of the technological innovation ability of the industrialization of leading agricultural enterprise in Anhui Province.This paper starts with making a comment on the existed research results from the following perspectives: the design principles of index system, the construction of index system and evaluative methods of evaluation on technological innovation ability of enterprise. Then it defines some concepts mentioned in this paper, including agricultural industrialization, leading enterprises and technological innovation, and summarizes origin and development of the technological innovation theory. Then, it ascertains design principles of evaluation index system. And based on abiding the design principles, it builds evaluation index system of technology innovation ability of the agriculture industrialization leading enterprise in Anhui Province and makes the relative calculation methods and comprehensive evaluation method of the model, including determinate the index by hierarchy analysis, dimensionless disposal and evaluation calculation of the original index value by appropriate methods. It continues to make a survey about the situation of technological innovation ability of the choosing26industrialization leading enterprises in Anhui Province. With the statistics data of relative departments, it knows the current situation of technological innovation ability of leading enterprises in Anhui Province deeply and lays a reality foundation for evaluation. Next, it uses the horizontal and vertical methods to make evaluation. On the one hand, it makes horizontal evaluation of technology innovation ability of the26chosen leading enterprises in2011；On the other hand, it makes longitudinal evaluation to empirically analysis the technology innovation ability of one typical enterprise from2009to2011. Based on the above evaluation, it summarizes the restrictive factors in technology innovation of the industrialization of agriculture leading enterprise in Anhui Province. And then，after investigate and analyze the current situation of industrial chain’s technical drive and cooperated innovation of the choosing two typical agricultural products processing enterprises. And find out the disadvantages of match industry chain with technology chain and collaborative innovation. Lastly, based on the front evaluation analysis and combined with the present situation of the industrialization of agricultural leading enterprises in Anhui Province, this study proposes countermeasures to enhance the ability of technology innovation, including the strategic planning, the talented group, development platform, the collaborative innovation of the combination of Production-Teaching-Scientific Research and the match between industry chain and technology chain. At the same time, it comes up with the options to government from these aspects, state found support policy, legal environment and service environment etc.
