China, being a large agricultural country since ancient time, lays the foundation of its nationaleconomy in agriculture, of which the planting and breeding industry has long been a majorcomponent. Recent years, due to the urbanization, a great amount of rural labor force has beentransferred to urban areas, causing a sharp decrease in the rural labor population. Also thecirculation and concentration of farm land and other agricultural resources has become anirreversible trend, which provides a great opportunity for farmer entrepreneurship in the plantingand breeding industry. Farmer entrepreneurship is not only effective in improving farmers’ incomeand living conditions but also beneficial for building a new countryside and a harmonious society;it is also the only way for farmers to change their roles from “being helped” to “helpingthemselves” and to achieve long-term development. To achieve increase in farmers’ income, it isnecessary to solve the employment problem of farmers, to encourage and support more farmers tostart business, purchase properties and obtain employment.This study firstly defines and concludes the related concepts and theories in the field of farmerentrepreneurship in planting and breeding industry and then after the studies of previousquestionnaires, it analyzes the problems existed for farmer entrepreneurship. Those problems canbe further concluded into two categories: external factors and internal factors. The external factorsinclude institutional factors, factors of government policies and supports, conditions ofinfrastructure and social cultural construction levels. The internal factors mainly involve farmers’psychological quality and their capacity.According to the results of the theoretical and practical research on farmer entrepreneurship inTaiwan, the study proposes some related policies and suggestion for promoting the farmerentrepreneurship: from the perspective of government, it should (1) build entrepreneurialenvironment for farmers and spur entrepreneurial enthusiasm;(2) construct supporting mechanismso as to provide strong support for farmers;(3) innovate farmer training patterns and strengthenfarms’ entrepreneurial ability; from the perspective of farmer themselves, they should (1) refreshbusiness conception;(2) improve entrepreneurial qualities;(3) develop mental quality;(4) increasethe development of farmer systematization and construct venture alliance within farmers.
