Currently, as international competition becomes increasingly fierce, theworld economic structure is undergoing profound changes, the essence of whichis technological competition and the competition that science and technologyinto practical productive forces. High-tech industry, which bases on the latestscientific and technological achievements, makes the highly intensiveknowledge of technology commercialization and forms a certain scale industries.It has become a huge trend to develop high-tech industries and formindustrialization. At present, Shanxi is at a critical period of transformation andspanning development, it is also an important period of strategic opportunitiesfor the development of high-tech industries, which has great significance for ourprovince to enhance the independent innovation capability, lead the industrialstructure optimization, and promote the economic development transformation.This paper began with the high-tech industry development situation inShanxi, and studied from the following aspects: first, constructed an indexsystem for the evaluation of the comprehensive development level of high-techindustries, and used correlation analysis and discrimination coefficient methodfor the selection of evaluation index; second, applied factor analysis and clusteranalysis to evaluate the level of comprehensive development based on paneldata(2004-2010), according to the result, it defined the provinces that weredeveloped in high-tech industries and the position of Shanxi high-tech industryin the country; at last, it made the high-tech industry developed regions andShanxi as the decision-making units, combined principal components analysisand DEA-Malmquist to analyze the difference of dynamic efficiency from2001-2010between the units, and found out the factors that hampered thehigh-tech industry productivity from enhancing in Shanxi.The main conclusions are as followings:(a) there was a big gap in researchcapability, support environment, financial resource and creative ability betweenShanxi and those developed provinces;(b) overall,2001-2010, the efficiency ofhigh-tech industries showed a slight upgrade trend,largely benefited from the growth of technical change (Techch), but as the rate of Techch growth wasdifferent, the changes of regional Malmquist index were unevev;(c) as puretechnical efficiency (Pech) remained unchanged from2001to2010, the reversechanges of scale efficiency (Sech) and Techch made the Malmquist index ofShanxi high-tech industry remain the same, which was superior to the areas thatshowed inefficiency, such as Tianjin, Fujian and Sichuanin, but there was a largedifference compared with Guangdong or other regions, and the variance wasmainly because the increase of Techch was less than those developed regions.Finally, in view of the above issues, the paper proposed the correspondingmeasures and suggestions.
