High-tech industry is the most knowledge-intensive, technology-intensive industries. It can be said that technology in the high-tech industry is decisive, but technological innovation is a great need of manpower, material resources, and high risk. At present, What China’s national condition is that the high-tech industry is mainly concentrated in economically developed eastern regions. But more general economic level of business cannot afford the opportunity to get new technology. In fact, throughout the high-tech enterprises in the country’s central and western regions have huge resources and manpower, the technology is difficult to develop high-tech industries. Therefore, this article studies the regional center of high-tech cluster of provinces, calculated by factor analysis of the comprehensive strength of the provinces and cities in central provinces gathered by Wilson model, computing center for the surrounding provinces and cities in radiation range, while using data envelopment analysis technology absorption efficiency (DEA) studies radiated provinces.This paper is divided into six chapters.The research methods of the first chapter of this study are discussed and summarized the current status of the domestic and foreign high-tech research proliferation. The second chapter describes the method of analysis, from the main business income, technology expenditures, corporate nature of the perspective of the current development of China’s high-tech industry, that our country is in a large high-tech industry development and quality is not high. The chapter three using factor analysis is to study the internal strength. The study found that for the most powerful of the high-tech region is Guangdong province, and the presence of seven provinces in East China five high-tech gathering centers, the development of better prospects. The chapter four is using Wilson model to measure the radius of the high-tech center provinces gathered and summarized the factors affecting the radiation radius. The chapter five is using data envelopment analysis model to estimate the technical efficiency of absorption of radiation by the provinces, and the study found a serious shortage of input redundancy and output radiation is an important issue by the provinces exist. The chapter six is the conclusion of this paper summarizes and revelation thus obtained.
