Study On The Improvement Of Rural Minimum Living Security System In Zhengzhou

Rural Minimum Living Security System (RMLSS) is the security system for the basic needs for living of poverty-stricken farmers. In recent years, our party and government attach great importance on agriculture, farmers and rural economic development and increase continuously the strength of antipoverty, the number of the rural poverty populations is sharply reduced But there are some poverty population have not solved the adequate clothing and food yet, they need the government to give them the necessary assistance to ensure their basic life. Under the present macroscopic background of the rural economic transition of our country, the construction of the harmonious society and the construction of socialist new countryside, which is a great subject which government and academia face together in one period at present and in the future. Establishing and perfecting the RMLSS for poor peasants will not only help improve the quality of poor farmers' life, but also create a favorable social environment for establishing socialistic new country. Moreover, setting-up of the rural minimum living security system that is also concern the construction and perfect of the rural social security system.This thesis is based on the theories of institutional change and social justice. It use of document analysis, comparative analysis, the inductive analysis and the deductive analysis to study the RMLSS in Zhengzhou. Firstly, this thesis analyzes the theory of the RMLSS. Secondly, it analyzes the effectiveness and problems of the implementation of RMLSS in Zhengzhou. Finally, it proposes measures of how to improve the RMLSS in Zhengzhou. The main research contents are as follows:The first chapter introduces the background, significance of the topic, research methods, the theoretical basis of the RMLSS ideas, and innovation. The second chapter analyses the effectiveness and problems of the implementation of RMLSS in Zhengzhou. It firstly analyses the effectiveness of RMLSS in Zhengzhou, including the security object, security standards, classification and management, then, it analyses the problems of the RMLSS, including the uncertain of laws and regulations, the lack of funds, the difficulty of income verification, the lag behind of organizations. The third chapter makes a comparison study about the development of the domestic Rural Minimum Living Security System, such as Shanghai, Qingdao and Zhuhai. It makes us realized that the establishment of Rural Minimum Living Security System, we must give full play to the government's leading role, establish and improve the supporting relief system, and on the basis of financial capacity, social economic development level and poverty in the rural residents to determine the minimum life guarantee system of the specific content and security standards. The fifth chapter summarizes the improvement of RMLSS in Zhengzhou. Through the improvement of laws and regulations, reasonable fund supply, scientific accounting family income, establishment and improvement of the organizations of RMLSS.
