Research On The Conversion Of Foreign Trade Strategy In Jilin Province

From the birth of human society, different countries brought out the transactionof commodity,service and technology, called foreign trade. By foreign trade, quantitycountries in different development level contact, participate in the internationaldivision of labor, reduce producting costs, so that various resources are made use ofand social reproduction are ensured smoothly. With the economic globalization, it isimportant that how each county develops foreign trade to gain competitive strengthand make it service for economic development better. During the reform and opening,as a rural area, Jilin province achieves rapid growth with150times, so that economicdevelopment obtains driving force. However, there are some problems in foreigntrade, like small scale, the lack of competitive products and the lower level ofopening. Especially after the2008crisis, the world economic situation is complexand changeable, so Jilin Province face severe challenge.This paper summarizes the results of previous studies,defining the category offoreign trade. It refers to a set of trade policy of a country or region, affected by thechoice of the international division of labor, the degree, and international economicrelations, so that the allocation of resources and competitive efficiency are improved.In accordance with the manner of foreign trade, we can divide into inward-lookingdevelopment strategy and export-oriented development strategy, like strategyencouraging the export of primary products, import-substitution strategy,export-oriented strategy and balanced development strategy. For a county or region,the choice of the foreign trade strategy is based on the analysis of the level ofeconomic development, the development of foreign trade conditions and other factors. In different historical periods and different levels of development of foreigntrade, the role of foreign trade strategy for the development of foreign trade isdifferent. Suitable strategy plays a positive role in promoting the development ofeconomics. On the contrary, unsuitable strategy may make the scale of trade largerand bring economic profit in short term, but it is adverse for the economic benefit inlong term. In the context of economic globalization and the changing worldeconomic situation, to enhance the quality of foreign trade for China and JilinProvince, we should choice suitable strategy, basing on the level of economicdevelopment and regional realities.Chapter2gives a simple division of the foreign trade strategy after thefounding of China. Before the reform, under the closed and self-sustaining strategy,Jilin province caught out the import-substitution strategy. Afer the reform, with theexhortation of the national strategy, Jilin province implements the strategy of goingout. With the export-oriented strategy and diversification strategy, foreign trade hasachieved a lot.Chapter3analysises the current situation and problems in foreign trade throughexport and import data. First, we approval the achievement of Jilin province inforeign trade. The scale of foreign trade expands gradually and the import tradedevelops rapidly. The way of trade has diversified and there are more and morecountries and regions which have corporation with Jilin. The structure of products isoptimizing, the products are varying and the value-added is increasing. Variouscompanies are growing in foreign trade and the private sector is playing anincreasingly important role. The scale of using foreign capita becomes larger andforeign-funded enterprises provides more contribution. However, the data reflectsmany problems in foreign trade. The scale of trade is smaller comparatively, the lowratio of dependence on foreign trade reflects the low level of opening and theimbalance is serious. The structure of trading commodity is illogical and the comparative advantage doesn’t exert fully. Though the competitive industriesdevelop rapidly, they contribute to foreign trade little and they are short ofcompetitiveness. The companies depend on the technology of developed countries,so that property advantage has been unformed.According to above study, we make a conclusion about the reason why Jinlindevelops slowly: on the one hand, the economics malaises because of the economiccrisis and it location is ascendant; on the other hand, the government and companieshave not form an accurate polarization in foreign trade and the strategy have notstimulated the advantage of Jilin. To solve those problems, we provide someproposals. First, deepening the comparative advantage, process the agriculturalproducts deeply. Second, prove the competitiveness of the developed industrial toform export advantage. Thirdly, promote the high-tech industrial and support theexport products with band influence, creating intellectual property advantage. Forth,exert the regional advantage, promoting the development of the opening-pilot areasand develop border trade to increase the exchange and corporation in economics andtechnology with countries in Northeast Asia. Fifth, improve the quality of usingforeign capita and optimize the structure. Last, make an effective mechanism ofmarket-operation, improve the efficiency of using resources and create a goodinstitutional environment for the development of foreign trade.
