Theoretical Interpretation Of Resource-based Regional "De-industrialization" Phenomenon And The Case Of Shanxi

Resource endowment and economic growth has always been very concerned by the economists.Before the nineteen sixties, the academic circles is positive for the resources,and the basicconsensus is that rich resources, especially mineral resources is an important basis forindustrialization starts and economic development. But since the nineteen sixties, with the economicdevelopment, de-industrialization phenomenon happened in many resource-rich region.Relationship of resource endowment and economic growth and resources economy and trap ofadvantage of resource began to researched in academia. Since the reform and opening up, thedevelopment of many domestic resources areas also began to suffer from the bottleneck. Thephenomenon of the imbalance in industrial structure, economic development of abnormalfluctuations are very prominent, and even the emergence of "de-industrialization" phenomenon alsoappeared, which caused the attention of domestic economists.This paper is based on this background, and it summarizes the research results about theresource-based regional " de-industrialization " theory. Through the study of Shanxi resource-basedeconomy, the paper is about the coordination problem formation of the mechanism of Shanxiresources industry and non-resource industries. It explains the causes of "de-industrialization "phenomenon from the theoretical level, and explores how to reverse non-coordinated developmentproblems of the resources industry and non-resource industries, put forward the target from apractical level. This paper conveies the economic goals, social goals and goal of the system ofShanxi Province Economic Transformation of resource-based economy, which promotes the Shanxieconomy development mode from the coordinated development of industrial sector perspective, andprovides reference for similar domestic regional economic transformation.Through the theoretical analysis and empirical test, this paper draws the following conclusions:(1) The economic development in Shanxi does not have the typical characteristics of " Dutchdisease ". Although Shanxi has rich mineral resources, and resources industry proportion in thewhole industrial structure is extremely high, and the process of economic development also revealssome " de-industrialization " phenomenon, through strict theoretical analysis, feature comparisonand empirical test find that the "Dutch disease " theory cannot explain effectively the problem of " Resource curse " in the economic development of Shanxi. So Shanxi resource-based economy is nottypical of " Dutch disease ".(2) Through further analysis, this paper thinks that the trap of comparative advantage theory,flow effect and expenditure effect, lock industry association effect, effect is the main factor toexplain Shanxi resources industry and non-resource industries coordination problem. From the trapof comparative advantage theory, the economic development of Shanxi rely on natural resources,brought about the phenomenon of de-industrialization development;from the point of lock effect,the lock-in effect of advantage resources elements exacerbated the resource sector elementconcentration, and the formation mechanism of economic closed cycle development, thus furtherstrengthened the imbalance of industrial structure; flow effect and expenditure effect bring theagglomeration of factor resources, thus it affects the development of non-resource industries, whilethe consumption effect has greatly restricted the industrialization progress, and it brings the problemof de-industrialization; from the view of industry association effect, industrial family groups’radiation ability and driving ability are very limited, and sedimentation cost makes it difficult out ofmarket, which affects the development of other resources industry.(3) To solve the problem of coordinated development of resources industry and non-resourceindustries, to realize the balanced development of the industrial structure, and to overcome the "de-industrialization ", it must through the comparative advantage reconstruction policy, trade priceadjustment mechanism, the de-locking policy and industry integration policy to coordinate therelationship of resources industry and non-resource industries, which can realize the benigndevelopment mode transformation of Shanxi resource-based economic.
