Research On The Landless Peasants

With the development of reform and opening up, profound progress has been made inurbanization and some new features on the dual structure of urban and rural area has come intoshape as well. There’s a great demand on land in the process of urbanization which will lead toreduction of farmland. This phenomena will have great influence on san-nong, i.e.，village,agriculture and farmers, especially on farmers. According to the Outline of National General LandUse Planning， the overall occupation of farmland will reach54,500,000mu from2000to2030,which will result in78,000,000farmers loose their land. The landless farmers will graduallybecome a vulnerable group for the resettlement measures could not meet the demands of them bothin time and quality, and some social security problems are still beyond solutions. Thus, a greatvariety of social problems will appear.There’s no exception in the city of Houma. Recently, farmland has been decreasing rapidly forurbanization and infrastructure and industrial area construction. It becomes a hot issue to handleproblems concerning landless farmers, especially the social security problems.The subjects of this research are farmers in Fengcheng, Houma. The author investigated theliving and social security status of landless farmers, analyzed their causes and proposed somesuggestions. Certain instruments like logistic module are adopted in this thesis to figure out factorsaffect the wills of farmers to make room for urbanization. Moreover, various compensationmeasures will be suggested here to improve the social security status of landless farmers.According to the investigation, the social security problems are mainly on the single-formedresettlement measure, imperfect social security system and employment difficulties of landlessfarmers. The reason lies in the ignorance of landless farmers on social security, the acceleration ofurbanization, the ignorance of government and factors related to the landless farmers themselves.Therefore, the writer proposed several suggestions on these social security problems. Firstly,enhance the inspection on the implementation of expropriation by government. Secondly, variouscompensation measures should be put into practice. Thirdly, the employment issues of the landlessfarmers need to attach more attention.Hope this thesis can provide some reference on solving problems regarding the social securityof landless farmers.
