Knowledge-based economy is different from the development of traditional conceptthat based on the material,and it indicated that the development of enterprisesincreasingly rely on knowledge production, dissemination,application and innovation.All this on the premise the companies have a powerful learning and innovation capacityof human resources and competency system. For this stage of economic development,companies have been put forward the concept of resource management of“people-oriented”. Academic community not only did a lot of qualitative and quantitativeresearches of the relationship between inner qualities (such as knowledge, skills,valuesand personality traits)and job performance, but also put forward the core method ofhuman resource management “professional competency”,which provided a theoreticalsupport for the enterprises’ human resource management.Since the beginning of the21st century, the rapid development of China’s Economichotel, such as Jinjiang Inn, Home Inn, Hanting Express,and other large-scale economyhotel group, have been got rapid development,their development lead to the tremendousgrowth of the demand for talent. Economic hotels, as a new growth model of the hotelindustry, personnel selection, training and human resource management as thebackground of the traditional hotel industry can not meet the development requirementsof the times, which led to the rapid development of Economic hotels for talentthecontradiction between the needs and reality of supply. Economic hotel as alabor-intensive industry, and its lower-level managers are relatively senior managers whoaccount for most of the research, so their professional competency for the developmentof Economic hotels is very important. In this paper, elaborated on the background andtheory on the basis of demand characteristics, combined with China’s Economichotel-level managers, human resources development in the current status and futuredevelopment of human resources to build grass-roots economy hotel managersprofessional competency model, and its scientific testing, the final model in the jobanalysis, recruitment, training and development, performance management, the use ofelaborate. This article specific content can be divided into the following five sections:The first part is the introduction part. In this paper the writer described m the research background, research questions, research methods, research ideas and theresearch innovation and significance.The second part is the Theory. This part mainly elaborated the professionalism andcompetency of theoretical knowledge, as well as its research status."Professional" and"competency" are two different concepts, the combination of the first study is Martinez,Goldman (2008), mainly because of the formation of the emergence of a large number ofprofessional managers and professional managers in the market. Professionalcompetency study is to explore the vocational literacy and vocational skills ofprofessional managers, reflecting the requirements of the management of higher literacyand skills of professional managers to professional managers. This research method hasbeen widely promoted to open, for the study of other occupational groups, this article isto use this theory to explore the grass-roots Economic hotel-level managers’ professionalcompetency.The third part is the background of the Economic hotels. This part mainly explainedChina’s Economic hotel’s quality of human resources and their development status, andanalyze the future development of the Economic hotels on the quality of the hotelemployees. Standing on the point of view of the future, from the historical developmentof the vertical analysis of the economic requirements of the quality of the hotelemployees, is to build grass-roots Economic hotel managers professional competencymodel is a key steps, and it also a basis for the main part of this article.The part V is the model validation and application part. The model is not the end ofthe entire study, test the constructed model is an important part of empirical research. Inthis study, using non-parametric tests to validate the model, examine its correctness. Allapplied research aimed at practical application, is to promote the development of thepractice.The part VI is conclusions and outlook section. This section focuses on this researchsummary, the inadequacies of the study, and the future of the research recommendations.
