Research On Highway Land Management In Anhui Province

Land is an important material foundation of survival and development, and it is also the basis of agricultural production and social production.Land resources is a kind of limited supply and is an important useful resources to human. The demand for land of the social and economic development is growing, while land resources are scarce, this contradiction has always been a problem that a land management need to solve. The Seventeenth Party Congress report proposed to strengthen the conservation of energy resources and ecological environmental protection, at the same time,the report put forward enhance the capacity for sustainable development. The Third Plenary Session of The Seventeen Party once again suggested that in addition to implement the most stringent farmland protection system, but also to implement the most stringent land conservation system. Strict control of the construction use of farmland, strictly control the total scale of construction land are coming very important principle of land resources use for long-term in China. In recent decades, through a major project development and utilization of land resources, construction of key projects built highway have occupied a lot of land resources, including a large number of high-quality cultivated land. The rapid expansion of highway and the scarce of land resources have a great contradiction. A great deal of truth, if only rely on improving highway system service level is unable to mediate this huge contradictions. Therefore requires us to innovate a new highway land management mode. By strengthening the stock highway construction land use, controlling the number of highway construction land, Promoting highway construction land saving and intensive development, we could make the limited land resources be sustainable use, and set up the "resource conservation and environment friendly" highway land management mode.This thesis by summarizing the definition the scope, nature and classification of highway land, researching the highway land use in Anhui province,then put forward the construction of Anhui province highway construction and intensive land use management model. This thesis also through the further research of Anhui highway construction land use situation, comparing and analysing the four large area in Anhui province and the different patterns of highway land use. It is concluded that the Anhui province highway construction land use is not reasonable, part of the regional highway construction land quantity excess and waste land.Finally, on the basis of above research, we exploring the existing problems in the management of Anhui province highway land, to solve these problems, we put forward with Anhui differentiation of land management mode from the point of view of the land resources management. Then we can provide reasonable ways for highway construction land intensive use, at the same time we determine the land standard, improve the land management measures, and guide the economical and intensive utilization of land resources. These measures can improve the land use efficiency, promote science development of Anhui province highway construction land management.
