Shenyang Emergency Support, Organization Design And Implementation Research For The Taxi Groups

The taxi is an essential part of the city comprehensive transportation system, which is comfortable, convenient, safe, all-weather serviceable and flexible in traffic routes. All these characteristics are not available for any other transportation. Taxies are available throughout the city streets and perceptive of the city much better than the other groups. While all kinds of unexpected events in the city happening, taxis as an informal organizational groups are often the first witnesses at the scene or contact. Correspondingly, it has became a focal question to rational organize, design and manage the taxi groups to make them play a positive role at effective response to the crisis.The author has been commited in an occupation related closely to the development of transportation industy and has a better understanding of the industry of taxies. From the perspective of developing the group’s advantages and coping with emergencies in society, the author works on the study that construct a rescue organization that combined of volunteers in the group of taxies and the coordination of department concerned.In the current literature search, research about taxi groups at the aspects of design and management is relatively small. But formal organizations in general are directed to the study and the official representative organization of the object is taken as a case study. This paper tries to use the design and management theory of official organization to study the informal organizations. From a theoretical sense, the organization design and implementation research of taxi-based emergency support system can make a certain extend at the theory of corporation business organization and design while from a practical sense, it can promote industry managements to transform the government functions, to raise the level of management and disposal capacity of the emergency incident. It is also helpful to enhance the quality of the taxi industry and enhanced the sense of social responsibility of the group.
