The Study On The Reform Of The System Of Collective Forest Rights In Liaoning Province

Since the founding of The People’s Republic of China, the reform on system of collective forest rights of Liaoning Province experienced the private ownership of land farmers during the period of land reform, the collective ownership during the period of agricultural collaboration, regulating and consolidating collective ownership during the period of "Four Consolidating" and the period of forestry "Tree Confirmation" in which stabilized right of hills and forests, drew boundaries to hilly land allotted for private use and implemented the responsibility of forest production. These reforms of the collective forest property rights system in the four stages has brought them into the history and played a vital role in promoting the development of forestry and countryside. However, from toady’s perspective, there are some problems such as property rights were not defined clearly, main operation were not clear, the enthusiasm of the forest farmers were not fully mobilized, the great potential were not given fully play ant the rich forest resources did not turn into the wealth of farmers. The reform on the system of collective forest rights of Liaoning Province has experienced long-term exploration and practice, but it still need to be deepened and perfected.Liaoning Province is one of the key forestry provinces in north part of China, the main reform of collective forest rights in Liaoning Province at present, farmers gain forestry or benefit in the reform, the coordinated reforms aim at building modern forestry industry are in full swing. This paper makes a thorough analysis of the main contents of collective forest rights in forest areas of Liaoning Province on the basis of expatiating the reform history and present conditions of the system of collective forest rights in Liaoning Province, in the meanwhile, it combines with the practical conditions of Liaoning Province. The paper concludes systematically the background and progress, main methods and experiences of the system of forest rights’development, analysis the main form and its effect of the system of forest property rights’reform, the existing problems and reason in the practice. The proposal and solving method are presented on deepening the reform of the system of collective forest rights in Liaoning Province, and on promoting a continual and fast development of the forestry industry; it also plays a model role in the reform of the system of collective forest rights in other provinces. Unswervingly taking the road on the reform of the system of collective forest rights which fits the practical conditions of Liaoning Province, it makes the relation of production fit in better with the development of productive forces, explores the theory foundation and practical experience for promoting the reform of the system of Collective Forest Rights in Liaoning Province.
