Since the founding of the work to promote agricultural and rural policy andinstitutional support to the city, gradually leading to an imbalance of agricultural andindustrial development, agricultural population and non-agricultural population, thegrowing income gap between urban and rural development presents a "dual structure."Policy biases artificially build the social structure of urban and rural isolation, as aconstraint to the further development of China’s serious economic and social barriers."dual structure" of social resources and transfer of rural labor factor mobilitystagnation, the slow development of the rural economy, rural income growthimbalances, and then produce a series of serious consequences. CPC CentralCommittee’s "urban and rural economic and social development, modern agriculture,develop the rural economy and increasing farmers’ income, is building a moderatelyprosperous society, a major task" to solve this problem provides an opportunity topractice urban and rural carried out in full swing in the country, the emergence ofsouthern Jiangsu, Chengdu and other typical urban-rural integration. Panjin as thesmall size of Economic structure of a single city, with economic and socialdevelopment, urban-rural integration is also facing problems. Based on the nationalpattern more typical of urban-rural integration of lessons learned, the focus of Panjinstatus and urban-rural integration and external environment,and then the forwardpolicy proposals for Panjin urban-rural integration.This paper was divided into seven parts:First Chapter was presentation that introduced Purpose and Significance of thestudy, expressed methods and Overseas and Domestic Research Status by the way.Second Chapter was concept definition and basic theories, which defined Urban-RuralIntegration and integrated development of urban and rural, demonstrated dualstructure and resource distribution theories.Third Chapter analyzed and summarized experience&enlightenment of relatively developed area in China to Panjin Area.Fourth Chapter analyzed the status of China’s and Panjin’s development ofurban-rural integration, then expressed the opportunity and challenge.Fifth Chapter demonstrated the problems in the development of Panjin.Sixth Chapter provided relative suggestions based on the analysis on the problems.Seventh Chapter was Conclusions and Prospection.
