Study On Migrant Workers’ Employment Management Of Ning’an City

Nowadays, the three agricultural problems are a barrier in Mudanjiang’seconomy growth and social harmonious development. However, how to increasepeasant’s income is the core of three agricultural problems; the complete solution forthree agricultural problems still needs long time and more efforts and the peasantincome development is still difficult. In the past30years during the reform and openpolicy’s progress, Mudanjiang has enjoyed rapid social and economic development.However, there are new peasant issues raised. Motivated by the municipalgovernment and Attracted by the market, some peasants are out of agriculturechronically and seasonally. They may serve as migrant workers in the Secondaryindustry or tertiary industry. Since the population of migrant workers is huge, theyhave a profound influence on society, especially in the issue of peasant incomedevelopment. It has a two-sided influence in solving the three agriculture problems.Therefore, the employment issue for migrant workers has become the urgent issue forMudanjiang municipal government.According to Ning’An’s local conditions, this paper researches into the issues ofmigrant worker employment management system design. By investigating into themigrant workers’ employment information and employment management situation,this paper tries to discover issues during the Ning’An’s employment managementprocess, and analyzes the causes of these issues, based on which, the authorestablishes five modules for the Ning’An migrant worker employment managementsystem, as well as puts forward relevant suggestions to guarantee new managementsystem’s establishment and implementation, in the hope of strengthening andpromoting the migrant worker employment management in Ning’AnThe migrant worker employment management in Ning’An has following features:the government pays close attention to improving policies and social environment formigrant workers; migrant workers have stronger sense of skill training, which hasimprove the overall level of migrant workers; the rapid process of migrant workerscoming into cities has accelerated the urbanization. However, there are still someissues: migrant workers are not covered by the employment management system.There are some barriers for migrant workers to get into city; migrant workers are lackof self-organization and self-management; there is not effective employmentprotection in the management system; there are insufficient measures to avoid migrant workers’ speculations. In the author’s opinion, the causes for migrant workeremployment management lie in five aspects: government is lack of innovativemeasures in employment system; the labor market has discrimination against migrantworkers; public service system is not sophisticate and effective; migrant workers arelack of reliable organization; employment situation is unstable.This paper, based on Ning’An migrant worker employment management system,puts forward design suggestions from the angles of employment guidance, careertraining, employment management, migrant workers and other affairs. Meanwhile, itexplains the new system from the aspects of module operation, evaluation mechanismand function design. In the aspect of promoting new system’s establishment andoperation, this paper puts forward the following suggestions: government shallstrengthen the establishment of migrant worker employment managementorganization; the organization shall recruit excellent migrant workers to serve in it; theorganization shall insist on providing service to migrant workers as its purpose. In themeantime, the organization shall strengthen career theoretical training for migrantworkers to provide a convenient and broad employment platform for migrant workersand strengthen migrant worker employment management and monitor by adoptingadvanced information technology.
