China's Regional Energy Efficiency Research From The Perspective Of Energy Consumption Structure Optimization

With the sustainable development of global economy,energy demand increase quickly over time.China,as an important engine of global growth,is now on the upturn of energy use.China's economic development has entered a "new normal",but there are still much to ponder,irrational energy structure,unbalanced supply and demand and uncertain resource constraints are still the key factors restricting China's development.China has accelerate the structural reforms of supply side,there is a profound transformation of supply and demand structure occurring.The Eighteenth National Congress of the CPC clearly put forward that China must stick to the basic state policy of resource conservation and environmental protection.On the fifth Plenary Session of the 18 th CPC Central Committee,our government make “green development” as one of the 13 th Five-Year planning goals in order to further promote energy consumption revolution and protect national energy security.Because of diversity of different area of China,having a accurate understanding of energy structure and putting forward energy efficiency policies have an important theoretical and realistic significance for our country to build a modern energy system,promote energy revolution and realize green development in the future.This paper selected the energy consumption structure as the research perspective,which apply the cobb-douglas production function to obtain corresponding coefficient to show the relationship between GDP and the four major categories of primary energy ratio.This research method which separate the general GDP growth data,can obtain the growth in GDP produced by energy consumption.Then,using the data envelopment analysis method and the growth in GDP produced by energy consumption,we can get the objective provincial energy efficiency data.In the end,according to the current energy consumption,we can get the target value of regional energy consumption structure.The innovation of this paper is the pretreatment of GDP data,which can make DEA model more reasonable and convincing.At the same time of efficiency analysis,I improved the index system to highlight the comprehensiveness and give full consideration to the related negative output by calculation.This paper finds the energy consumption reform of supply side,and analyzes the consumption structure which is one of the most important influence factors about the energy efficiency,and try to provide improvement scheme which base on the situation of policy.
