Nowadays energy supply is becoming intense. The increased energy restriction has threatened sustainable economy development. Under this background, changing energy consumption structure has become one important topic of energy conservation and consumption reduction and got universe attention. Energy consumption changing from non-renewable energy to renewable energy is considered as one major method to solve the problems among economy, energy and environment. This paper aims at revealing the energy consumption models of different regions in China and its affected factors in order to provide effective support for energy policy of energy consumption structure changing.This paper gets data of regional coal, oil and renewable energy consumption ratio and total quantity and calculates coal-oil, coal-renewable and oil-renewable substitution elasticity.30 provinces can be divided into three groups based on characteristics of three energy consumption structures and energy substitution elasticity by hierarchical cluster analysis. Then this paper uses panel data to research the effect of economy development level, industry structure, degree of opening to outside, environmental pollution and energy endowments to energy consumption structure. The major results are listed below:(1) 30 provinces in China can be divided into 30 groups. (2) 5 factors have great correlation to three energy consumption ratios. So they can explain most variation of energy consumption; but the effects are weaker in energy substitution elasticity model.
