Along with the urbanization the more and more migrant workers continue into thecities. Migrant workers become an important force to promote the city’s economicdevelopment, but their living situation is not optimistic. Because of the householdregistration system and other factors, low-rent housing, comfortable housing andother housing security policies are difficult to benefit all of the migrant workers.However to ensure the migrant workers has access to housing is not only one of theways to maintain social stability and equity, but also the one function of governmentto protect the livelihood of the people and safeguard the interests of vulnerablegroups.This paper based on the theory of public goods and the theory of the governmentfunctions, by a number of housing security policy of Kunming municipalgovernment benefit migrant groups as the research object, Analysis the plight ofhousing in Kunming migrant workers through the interviews and questionnaires.Find the problems and reason of current housing security policies making andexecuting by Kunming municipal government. Complete the housing securitypolicies of Kunming migrant workers only for reference.Introduction section of this article is to clarify the topics of the research value,combing academic research and descript the research methods and ideas. The mainpart of the thesis has three chapters. The first chapter analysis the present housingsecurity of migrant workers and the housing security policies and effects whichbenefit to the migrant workers in Kunming. With the research the second chapteranalysis the problems in the Kunming municipal government make the housingsecurity policies and implementation process of migrant workers. To identify thecauses based on the problems. The third chapter proposes the recommendations ofhow to complete the Kunming migrant groups housing security policy.
