In recent years, because it is difficult to define the collective land ownership,Suzhou has implement the work of " urban construction land increase and rural landdecrease", this question become more prominent. The method of defining thecollective economic organizations which leading the rights exercise difficultly. So it isneed to define the collective land ownership.This paper choose Suzhou industrial park’s area of two resettlement areas as theresearch object, I use the method by interviewing the peasants. I know the work " urbanconstruction land increase and rural land decrease" the change of collective landownership and the past and the present of the farmers’ rights, and then drawing thefollowing conclusion:First, after the implementation of" urban construction land increase and rural landdecrease" work completed, the collective land ownership has changed, and may becomeinto the original collective economic organizations.Second, before the implementation of " urban construction land increase and ruralland decrease", the traditional method of defying census register can’t adapt to the needsof the society. It is necessary to cut off the dependence in census register and land, it isnecessary to define the collective land ownership.Third, the definition of the collective land ownership has become difficult, lead tothe rights of collective land ownership exercise difficultly, such as thedecision-making power, supervision and asset returns.So I propose some suggestion as follows: first, defining the collective landownership; second, taking the measure as a land joint-stock cooperative system; third,perfecting the rights of the community such as the supervision and decision-makingpower.
