In August 2019,the amendment to the land administration law of the people's Republic of China was passed,pointing out that fair and reasonable compensation should be given for land acquisition.A large number of practices are used to explore and improve the efficiency of land use and activate the idle land in rural areas,which to a certain extent alleviates the contradiction between urban and rural land use.However,at present,there is no perfect mechanism for the withdrawal of homestead,and the rights and interests of farmers can not be well protected in the process of withdrawal.How to coordinate the interests of each distribution subject,reasonably distribute the value-added income of homestead,and establish the income distribution mechanism that takes both fairness and efficiency into account have become the urgent needs of the current policy implementation,and also the key factors of rural social stability and agricultural sustainable development.Based on the gradient theory,Zhejiang Province is divided into five zones with different economic development and geographical conditions,and Jiaxing City,Cixi City,Yiwu City,Taishun County and Yunhe County are taken as the research objects.The regression model is used to explore the main influencing factors of farmers' willingness to withdraw from the homestead.Will,from the perspective of land development right,to analyze the value-added income of homestead in two different modes of on-site and off-site renewal;and to further calculate the income distribution of homestead withdrawal in different regions and different village types;on this basis,to improve the rural homestead withdrawal mechanism and put forward relevant suggestions.Through this study,the following conclusions are obtained:(1)The willingness of farmers to withdraw from homestead is affected by multiple factors,and the influencing factors are different in different regions.Cixi City farmers are satisfied with the existing life,and their willingness to withdraw is not related to the listedfactors;other areas due to economic development,geographical environment and other factors,the influencing factors of farmers' willingness to withdraw from the homestead are different.(2)In the practice of homestead transfer,there are mainly two exit modes of Homestead:on-site and off-site.The value-added income of local renewal in each region follows the law of distance attenuation in spatial distribution.The farther away the village is from the town,the less the value-added income of homestead exit will be,and the value-added income of homestead exit will be different under different economic development level and different geographical environment.Yiwu City needs to be renewed in different places due to urban development.Taishun County has to move down the mountain due to geological disasters.Yunhe County has to move away from the poor areas.(3)From the perspective of the right to land development,build a calculation model for the distribution of the value-added income of homestead exit,calculate the distribution of the value-added income of four types of village homestead in five research areas,and calculate that the distribution proportion of the value-added income of farmers,village collectives,governments and developers in different village types of homestead exit process is different,and the calculation result can be the income of the actual exit process.The benefit distribution provides certain reference basis.(4)To solve the contradictions in the process of income distribution of homestead withdrawal,we must start from the perspective of policies and systems,speed up the right registration of rural homestead,standardize the management of homestead withdrawal process,increase the transparency of work,take measures according to local conditions,respect the willingness of farmers to withdraw,make clear the positioning of land development rights,establish a sound legal and regulatory system,and make clear the income of farmers.Build a dynamic income distribution mechanism.
