With the rapid development of economic globalization and science and technology, competition between enterprises has become increasingly fierce in recent years. The acceleration of technological change, the shortening of product life cycle and the market competition have made the living environment of most businesses change dramatically. Therefore, more and more enterprises have gradually realized that their own ability alone is difficult to survive and develop in a competitive market environment. So some companies have started to seek cooperation with other enterprises in order to obtain common or complementary goals for technological innovation, that’s how industrial technology innovation and strategic alliances came into being. It is of great significance for the achievement of corporate strategic goals, It can make full use of the enterprise resources and enhance enterprise competitiveness. Although industrial technology innovation and strategic alliances at the same time can produce high efficiency, there is a higher rate of risk and instability. It also brings great risks and challenges to enterprises involved in the alliance. According to the McKinsey study, more than50%of the Unions ended in failure. There are a lot of factors affecting the success and failure of the Unions, but the most important factor is the lack of effective management and control.Therefore, since the birth of industrial technology innovation and strategic alliances, scholars have been paying a lot of attention to the management of it.As for my country, in recent years, with the slogan of constructing a "innovation-oriented country", the country has set off a wave of innovation. Universities and research institutions have begun to get in touch with society. On the other hand, China’s industrial structure is seriously imbalanced, Most companies lack the ability of independent innovation. In this case, building industrial technology innovation and strategic alliances through research cooperation is the most effective way of ultimately improve the competitiveness of enterprises in China. Industrial technology innovation strategy is the further exploration of the research which has become one of the important ways for China to realize national rejuvenation through science and education. It has also helped China to create huge economic and social benefits. However, China’s industrial technology innovation and strategic alliances has just started and its development lags far behind developed countries, and how effective the management of industrial technology innovation and strategic alliances will be is still unknown because its performance is still at the exploratory stage, and also because alliance governance mechanisms are not mature enough. And thus how to design an effective alliance governance mechanism and an performance evaluation system and promote it’s development is of great significance for the effective management of industrial technology innovation and strategic alliances.Firstly, the connotation of industrial technology innovation and strategic alliances and the factors influencing its governance mechanism are analyzed in this article. The article also discussed Union Governance in the game theory model. And through the combination of analytic hierarchy process and gray theory, the paper also analyzed and evaluated governance performance of the industrial technology innovation and strategic alliances. The paper aims at establishing a governance performance evaluation system for industrial technology innovation strategic alliance. Through empirical analysis, the relationship between governance mechanisms and performance of industrial technology innovation and strategic alliances is proved. The paper also provides suggestions, reference and theoretical basis for improving industrial technology innovation and strategic alliances for the domestic market.Industrial technology innovation and sustainable development of the strategic alliance is a dynamic process, it requires governance mechanisms to constantly adjust, improve and innovate, it request the federal governance to continuously think about the rules of market economy, consider the research interests of all parties.Innovation need to be closely linked to the trend of technological development, Therefore, we need to continue to improve the governance mechanisms to achieve effective governance and to promote the implementation of the objectives of the Union.
