The Research Problems Of Rural Water Conservancy Construction In Jian

Rural water system, is indispensable of the first condition in modern agricultural production and construction, it is the acting points to solve the problem of "agriculture, rurals and farmers", the important material base of balancing urban and rural development, and the power of the important measures of strengthening society and accelerating people rich. Rural water system is not only the lifeblood of agriculture, but also the infrastructure of social development and national economy advancement. Agriculture is an important industrial base in rural areas, and the rural water system is the key to the development of agriculture production. With the development of social economy, the higher and newer demand of rural water system has been put forward. Under the situation of rapid growth of the national economy, the importance of rural water system work is increasing. In this case, how to conduct the work of rural water system, which has become the major issue in process of building well-off society wholly.As the important centre of goods collection and distribution in the northeast frontier town and Changbai mountain region, however, the rural water system construction in Jian is relatively weak. In Jian, the resource is in scarcity, rural water conservancy development is in a tough period, and the overall development level is in low, which is not corresponding with the development of agriculture and rural economy. Under the rapid development situation of the rural economy, it has great significance of strengthening the construction of rural water system for constructing the new socialist countryside, realizing the goals of sustainable development of the rural water system, building people’s livelihood water system, safe water system, ecological water system and harmonious water system, which aims to improve the agricultural comprehensive production capacity, the living standard and quality of peasants, and the rural ecological environment.However, the rural water system construction still faces the problems in variety, such as the infrastructures in weak, dry and hydroponic conditions in serious, lack of engineering support measures, water conservancy security system in defective, benign operation echanism in sufficient, rural water conservancy reform far behind, inefficient management mechanism not to live, and the agricultural industry structure adjustment in problems. Therefore, this research is combined with the actual research materials, the research achievements of academic circles and national and local material, and use the empirical research method to analyze the demonstration of construction development of rural water system in Jian, the problems existing in the construction of rural water system, the influencing elements of the development of rural water system, and finally put forward the directional countermeasures and suggestions.The construction of rural water system in Jian has been illustrated wholly, and bjectively from the following aspects of water distribution and characteristics, the review of rural water onservancy construction work, and the present situations of rural water system.We have analyzed the facing the problems of Jian empirically, such as weak infrastructures, dry and hydropenia, lack of engineering support measures, water conservancy security system is not perfect, benign operation mechanism needs development, rural water conservancy reform lags far behind, inefficient management mechanism not to live, can not adapt the agricultural industry structure adjustment problems.We analyzed the factors of influencing the development of rural water conservancy construction in Jian, and points out that the rural water conservancy construction lag reason, and find out the main factors of influencing the development of the rural water conservancy construction.On the basis of the above study, combined with the concrete in fact, this paper puts forward countermeasures and suggestions of rural water construction in Jian.
