While water conservancy is the guarantee for the sustainable development of thenational economy and society, its key lies in the rural areas, for it is the basis of theagricultural development and an urgent demand for building up the new socialistcountryside. To efficiently manage water conservancy in the rural areas, however, it isessential to have scientific appraisal of water conservancy projects.Water conservancy in the rural areas provides the basis for the regionalharmonious development of the society and economy and its level decides thehealthful development and continued improvement of ecologicalenvironments.During the historical period of building a well-off society in anall-round way, the new economic and society development model puts forward ahigher request for rural water conservancy construction. Hence, improving the waterconservancy construction level and the efficiency of resource utilization is the basicguideline of the modernization of rural water conservancy. The study adopts ascientific and reasonable evaluation indicator system as well as an evaluation model,which exerts great significance on rural water conservancy construction.The article is divided into seven chapters. The first and second chapter isrespectively the introduction and article review. In the third chapter, the article probesinto the filtration and integration of the principle, steps and evaluation methods ofrural water conservancy construction index system from the macroscopic view. Thefourth chapter studies the specific index system for the evaluation of rural waterconservancy construction in detail. Aiming at the evaluation index system, the fifthchapter makes valuation accordingly. Based on the above discussion, the sixth chaptercarries out an empirical research, taking the rural water conservancy construction inTianjin as an example, and reaches related conclusions. Also, in this chapter, theauthor makes verification and analysis and further offers suggestions. Finally, chapterseven illustrates innovations and expectations.Based on the related research on water conservancy in and out of China, thisarticle not only summarizes the basic principles and the specific progresses ofevaluation system modeling, but also systemically analyzed the fundamental methodsand implementation steps of building indicator system, deciding threshold,determining weight and comprehensive evaluation model. Relevant concepts of ruralwater conservancy are defined through understanding of its subjects and objects. Development requirements for rural water conservancy construction were made andcorrespondingly the systematic indicator system was built, based on the goals andways of building a well-off society. Moreover, this article establishes thecomprehensive evaluation model for rural water conservancy construction accordingto its social nature and evaluation feature based on Adaptive Neuro-Fuzzy InferenceSystem and creates specialist knowledge with the help of the multi-level fuzzysynthetic evaluation method. By designing the evaluation and analysis model of ruralwater conservancy, this article also analyzes the management efficiency. Finally,twelve districts and counties of Tianjin were taken into consideration as examples toanalyze the comprehensive evaluation system empirically. The outcomes have verifiedthe scientificity and reasonability of the indicator system and evaluation model. Byanalyzing the results, strategic suggestions were put forward for the rural waterconservancy construction in Tianjin.
