Social security as a social system, the development not only depends on economicbase, but also by the constraints of the political system. Social security has followed a pathof urban-rural division in China. There is a huge difference between urban and rural socialsecurity system, and in severe imbalance. With the advance of industrialization, separationof urban and rural social security system faced challenges, and can’t meet the needs ofeconomic and social development. Coordination the Urban and rural social security hasbecome imperative.Shanghai established the basic old-age pension systems for urban workers since1993,and promulgated old-age insurance policy for different groups of people. For example,formed a rural pension insurance scheme since1996, formed an Interim Measures of urbansocial insurance scheme since2003, comprehensive insurance scheme for nonnativeemployees since2005, and form an old-age security system for urban and rural residentswhich is “broad coverage, to maintain a basic and sub-level". Although, old-age pensionsystems in Shanghai living in the leading position in the country, there is a clear imbalancebetween operation and development in urban and rural old-age insurance system. Flaws ofShanghai’s social pension insurance system have hindered the sustainable economicdevelopment, the improvement of people’s income and impact on social equity and stability.Therefore, improve Shanghai urban and rural old-age insurance is top priority.This paper consists of six parts: first of all, sum up the coordinator development ofurban and rural old age insurance experiences from developed regions, and combine theactual situation of Shanghai pension insurance with a meaningful exploration. Second,research old-age insurance policy, compare the security model, security level and otheraspects, summarized the achievements and problems. The third, classified the coveragegroups of old-age insurance in Shanghai, according to their occupation, populationcharacteristics to design the path of urban and rural old-age insurance, and Focus on theintegration of the existing system. The fourth, analyze the possible of this path. From the ability of government, ability of enterprises, ability of individuals. Finally, propose policyrecommendationsBy the sixth part of the study, combined with the actual situation in Shanghai, usingstatistics, economics, social science and other disciplines and research methods, I designthe path and hope it will achieve the academic results and value.
