In this transformation, accompanied by the development in an all-round way of rural social economy, the economic base and social base that the rural already existing family ensures have been broken, the land ensures are unable to meet the needs of development of agricultural modernization and the already existing guarantee function is weakened gradually. Meanwhile, rural market economy is taking shape progressively which needs complete social security system to provide protection for it too. In addition, the aging population and enlargement of difference in urban and rural areas have put forward the requirement in setting up the foundation of the rural social security system.
