Food is the basic life material for human’s survival, and grain reserves is an important component of food security system.the production of grain is vulnerability to natural factor and unexpected states, thus it’s indispensable to establish grain reserves system for grain accommdation safety.In this paper, firstly,discuss the need to establish grain reserves for government in terms of grain reserves’public goods properties, public management characteristic and effect. Secondly, overview the development history and current status of JiangXi province grain reserves system, analyse JiangXi grain reserves management problem and its causes, as well as world grain reserves management practices. Then obtain that public management require grain reserves,grain reserves management must be strengthened to ensure country food security,must make full use of the principle and mode of operation of the market mechanism to strengthen grain reserves management, achieve government’s macro-control purpose and so on,through use comparative analysis as well as system analysis research methods.Finally put forward countermeasure to improve JiangXi grain reserves management system.
