The development of resource-exhausted city (REC) is a global issue which is desiderated to be studied and conquered. Since1980th. various RECs in China have been confronted with infinite challenges such as depletion of resource, single industrial structure, environmental pollution, etc. As the historic town of porcelain, industrial structure, environmental pollution, etc. Jingdezhen is one of Chinese ceramic production bases and traditional industrial city in Jiangxi province, the social and economic growth is now seriously restricted by exhaustion of kaolin resource, and a series following problems have threatened the smooth regional development. Accelerate the development of modern service industry is the vital means to guarantee the successful transformation of RECs. Change the single pattern of industrial structure and break deadlock, is the historic mission of this city.The essay follow the technical route,"issue orientedâ†'theoretical researchâ†'empirical analysisâ†'policy application", through status analysis and comparative study, propose the countermeasure and suggestion about accelerating the development of modern service industry in Jingdezhen city. The structure is divided into seven chapters. Chapter one is introduction. Chapter two is the overview of REC and modern services industry. Chapter three is the analysis of the development of modern service industry in Jingdezhen city. Chapter four represents the experience of domestic and foreign RECs in the development of modern service industry. Chapter five analyze the choice of Jingdezhen services alternative industries, based on the cobweb model assignment law. Chapter six proposes the measures in accelerating the development of modern service industry in Jingdezhen. And Chapter seven is the conclusion and forecast.Relying on the mature theory, both at home and global, used in defining the meaning, type, characteristic of modern service industry and REC. and their role played in modern economy, this paper draws the powerful role of the modern service industry in the transformation of RECs by the analysis and investigation of several typical RECs, such as Kyushu of Japan, Germany Ruhr, France Lorraine, Chinese Fuxin, Baiyin, Baishan. Jingdezhen owns a superior foundation in the development of modern service industry, while face the problem needed to be solved urgently. So select from five different side indicators to measure each alternative industries, make a comprehensive evaluation of these indicators by using Cobweb model, which determine the priority alternative industries such as scientific research, technical services and geological prospecting, wholesale and retail trade, real estate, etc. And establish the target positioning and development layout of creating ceramic cultural and creative industrial base and building a regional tourist center of the city.Finally put forward specific measures to accelerate the development of modern service industry in Jingdezhen City from six aspects, which are innovate government management system, increase financial support and improve tax incentives, multi-faceted expand investment and financing channels, training and the introduction of high-quality talent, construction of the industrial technology incentives and resources development compensation mechanism.
