China has entered the period of building a moderately prosperous society in all aspects andfast development of industrialization. In this period, the consumption of mineral resources growswith each passing day, so improving the environment quality is an urgent demand. Thecontradiction between economic growth and environment protection is increasingly obvious.Jinzhong City is abundant in mineral resources with the mining industry playing an importantrole in the foundation of economic and social development. However, after a long time and highload exploitation, the problems of mines are serious, like resource damage, geological disasterand environment pollution. This essay takes the geologic environment recovering work inJinzhong City as the entry point, based on the current situations of Jinzhong mining resourceindustry and the mining geologic environment, to study the mining-based industry chainconstruction and the recovering of mining geological environment, and to discuss this pattern toinstruct the future work of mining geologic protection work, offering a reference for theJinzhong economic development patternMethods of comparative analysis, empirical analysis, normative analysis and survey researchare used in this paper. I combine the theories and practice through document study, spotexamination, discussion and conclusion. Shanxi Statistic Yearbook, Jinzhong Circular EconomyPlan and Mining Geologic Environment Protection and Recovering Plan approved by the CityMines Examination are chosen to be the data source to secure the data validity so that thisresearch is of certain practical meaning.The main problems of mining geologic environment in Jinzhong City are the serious surfacecollapse, residual gangue taking much space, SO2and dust pollution and underground waterpollution. Through organizing the documents, I study the typical pattern in developed countries(like Dupont Pattern, Kalunborg Eco-industrial Park Pattern, German DSD Pattern and JapaneseRecycling Society Pattern) and the advanced domestic experience, believing that miningrecycling economic development pattern is based on the comprehensive, coordinated andsustainable scientific development view and also the main method to recover the miningenvironment. Therefore, this essay takes the theory of recycling economy as the basis, and aimsat the mining-based industry chain construction and mining geologic environment recovering pattern, then brings out the principle of developing recycling mining economy in Jinzhong Cityand concludes the basic thoughts of mining geologic environment recovering. In addition, itchooses the specific method to recover the mining geologic environment, constructs the industrychain and pattern of developing recycling economy for mining enterprises and emphasizes on thetechnique elements affecting the development of recycling economy.To recover the mining geologic environment through mining recycling economy, the localregulations and rules need to be perfected, as well as the industrial, financial and technologypolicy system of mining enterprises recycling economy development in Jinzhong City to take outpractical measures. In this essay, we believe the mining recycling economy in Jinzhong Cityneeds to be undertaken at small, medium and large level to construct the new pattern of mininggeologic environment recovering in Jinzhong City, namely that the mining enterprises developrecycling economy and extend industry chain to improve the mining geologic environmentsituation from the beginning.
