China is an agricultural country with a large population. However, agricultural development of China is tremendously dwarfed by objective reality. Especially after China’s entry to WTO, in international markets, China is not only confronted with the original adverse conditions but also is exposed to the impacts of numerous foreign agricultural products. Given the above facts, China is embracing a fresh reform in its agricultural development and is undergoing a brand-new industrial structure adjustment. In this unprecedented social transformation, China is facing with the development of the secondary and the tertiary industry and the migration of a large rural labor force. Because numerous farmers enter cities to engage in employment, a large number of agricultural land resources are wasted; meanwhile, as for those undertaking massive agricultural production, their production scales are restricted due to lack of land for agricultural use, resulting in low land utilization efficiency.Only when resources are properly allocated can they be made full use of. As the best way to allocate resources, market also plays an important role in the allocation of land resources. The implementation of the transfer of rural land contracted management right is beneficial to addressing the conflicts between the lack of agricultural land and abandonment of cultivated land, to improving rural land utilization efficiency, to adjusting agricultural production structure, to enhancing the stable development of agricultural production, to promoting the industrialized development of agriculture, to boosting agricultural development and helping farmers increasing income. Therefore, the transfer of rural land contracted management right has a bearing on the development of agriculture, the increase in farmers’income and the improvement of rural economy.However, the transfer of rural land contracted management right is still a new concept and emerges not long ago, and theory and practice related to it is still under exploration. There are many problems emerging in the practice of the transfer of rural land contracted management right in many places. The existence of nonstandard transferring system, imperfect related laws and other problems influences the development of land transfer, jeopardizes the interests of rural population and hinders rural economic development. Therefore, research of the basic theories on the transfer of rural land contracted management right, considering the status quo and existing problems in land transfer in China, and analyzing and summarizing causes of these problems and the corresponding counter-measures will make a positive effect on enhancing the reform and perfection of current land systems and may provide certain reference for making of agricultural policies.In this thesis, with the method of combining the theory and the reality, the fundamental theories on the transfer of rural land management right is first presented and then it is analyzed in combination of the status quo of land transfer in China. The author regards Yueyang County, Hunan Province as the object of investigation. With reference to data obtained from questionnaires, the author analyzes the status quo of the transfer of rural land management right in Yueyang County, evaluates the effects of the implementation of the transfer of rural land contracted management right in Yueyang County, probes into major problems existing therein and proposes related countermeasures beneficial to the transfer of rural land contracted management right in China. The main body of this thesis is divided into four parts:The first part is the first and the second chapters serving as a prelude to fundamental theories, and it briefly introduces the background information, the importance and some fundamental theories of this research; the second part contains the analysis of the status quo of the implementation of the transfer of rural land contracted management right in Yueyang County, and in this part, the author tries to elaborate on how the transfer of rural land contracted management right gets along on basis of the information obtained through the survey, and evaluate the effects of the transfer of rural land contracted management in Yueyang County and analyze problems existing therein; the third part analyzes the cause of the problems; in the fourth part, the author thus puts forward some corresponding countermeasures.
