Rural Contracted Land Transfer And Farmers Get Rid Of Poverty And Get Rich

As the most basic means of production for farmers,land has always been the key to solving the problems of agriculture,rural areas and farmers.At present,China has entered the stage of decisive completion of a well-off society.The 19th National Congress proposed to deepen the reform of the rural land system.After the contract period expires,it will be extended for another 30 years.Revitalizing rural land resources and promoting the transfer of rural contracted land will lift the farmers out of poverty.Getting rich has a great boost.This paper first reviews the domestic and international research status of rural land transfer,and then systematically expounds the circulation of rural contracted land under the guidance of farmers' behavior theory,scale management theory,land property theory,land rent theory,human-land relationship theory and income distribution theory.From the origin,it analyzes the status and role of rural contracted land transfer in peasants' poverty alleviation.Then it introduces the basic situation of Shitai County,and analyzes the three modes of rural contracted land transfer to promote farmers' poverty alleviation,and discusses the problems and causes of the rural contracted land transfer in Shitai County.And put forward the orderly implementation of rural contracted land transfer to promote farmers to get rid of poverty and get rich:promote the "three changes" reform,improve the income risk protection mechanism;standardize the transfer behavior,improve the supervision and management system;strengthen the farmer's labor skills training,achieve stable poverty alleviation;The support of rural finance for the transfer of rural contracted land;follow-up infrastructure construction,policy recommendations for developing special agriculture according to local conditions,to promote the healthy and rapid development of rural contracted land circulation in China,and give full play to the benefits of rural contracted land transfer to drive farmers out of poverty and get rich.
