It has become the important pillar industry of China’s economy development and one of the important ways to solve the farming problem.Dongting Lake belongs to important freshwater fishery areas of our county, its fishery resource is rich. The development of circle construction working of Dongting Lake has brought new development opportunities. However, along with the expanding of Dongting Lake industry scale, the mature of market consumption and industrial the progress of technology, as a representative of our country freshwater fishery, Dongting Lake area faces new test. For the sustained, rapid and healthy development of freshwater fishing, we must overall review freshwater fishery, find existing problems of each link, and take corresponding measures to improve the competitiveness of the freshwater fishery.The comprehensive analysis of Dongting Lake freshwater fishery industry development based on the method of qualitative analysis and the internal and external environment, and we analysised Dongting Lake freshwater fishery systematicly through the expert scoring and model of quantitative analysis of SWOT analysis. Draw the following conclusions:one is based on development strategy site is located in the fourth quadrant, resistant type strategic area,(7π/4,2π) bearing domain, region around Donting Lake freshwater fishery should take aggressive development strategy; the other is based on strategic strength coefficient p=0.5163, region around Donting Lake freshwater fishery should adopt positive pioneering strategy, finally, the paper put forward tentative optimize industry related strategic advice.
