Research On The Efficiency And Its Influencing Factors Of Technological Innovation Platform Of Zhejiang Province

The construction and development of technological innovation platform contributes to strengthen the scientific and technological infrastructure. It’s an effective measure to further enhance regional technological innovation capability and is also an important strategic choice for China to build an innovative country. Starting from analyzing connotation of platform and efficiency and discussing about related theories, this thesis focuses on the research of operating efficiency together with its influencing factors of technological innovation platform of Zhejiang province.Based on the in-depth research and analysis on the status quo of technological innovation platform in Zhejiang province, we build an operating efficiency evaluation index system for technological innovation platform from the inputs and outputs. Using DEA method, we make empirical assessment of the operating efficiency of technological innovation platform in Zhejiang and give a comparative analysis of different platforms from multiple. At the same time, the article combines the platform of the inputs and outputs from2007to2011. With Malmquist index it deals with year-to-year changes of the platform operating efficiency.On this basis, exploratory analysis and theoretical assumptions of the influencing factors of technological innovation platform are made. We build Tobit regression model to test every factor. The results show that human capital, R&D investment, the degree of openness, as will as government efforts are significantly positive correlated with the operating efficiency of the platform; platform scale is significantly negatively correlated. However, efficiency organizational model isn’t related to efficiency. Finally, this thesis provides six targeted and constructive suggestions for technological innovation platform according to its running status quo as well as the efficiency of influencing factors.
