Analysis Of The Technological Innovation Efficiency And Its Influencing Factors In Fujian Province

The development of regional economy face higher challenges under thebackground of the economic globalization and informatization as well as theincreasing impact of knowledge economy. Technological innovation is one of thedecisive factors to enhance the comprehensive strength of a region. As Fujianprovince is located in coastal areas, it surely has realistic significance in theory andpractice to study the technological innovation. The ability and level of regionaltechnology innovation are restricted by technological innovation efficiency, therefore,the main issues are to explore the efficiency of technological innovation and itsinfluencing factors.This paper analyzes the technological innovation efficiency in Fujian provinceand its influencing factors by combining the background and economic characteristicswith DEA-Tobit two stage method. Firstly, this paper defines the technologicalinnovation efficiency and related concepts; Secondly, it evaluates regionaltechnological innovation efficiency of26areas in year2012which eliminates InnerMongolia、Tibet、Hainan、 Qinghai and Xinjiang province, by using the method ofDEA and then contrasting the efficiency between Fujian with other provinces. At thesame time,it contrasts the efficiency of Fujian province from2000to2012. Thirdly,studying the reasons of poor efficiency of technology innovation is to find out thefactors that influent technology innovation efficiency. We divided the influencefactors into two aspects: the direct and indirect influencing factors. The directinfluencing factors including R&D expenditure and human capital level while theindirect influencing factors including high-tech industry output value proportion, theactual use of FDI, innovation environment (including the support of the government,investment in fixed assets).Then it analyzes the influence degree of every factors byusing Tobit model. The results show that： R&D base, human capital level,government support for technological innovation, infrastructure and the actual use ofFDI play a good role in promoting the efficiency of technology innovation. Amongthem, the human capital level and the actual use of FDI have a particularly significant impact on the technological innovation efficiency; Finally, it puts forward relevantsuggestions to enhance the efficiency of technology innovation based on theempirical results above.
