Currently, the development of foreign economies is slowing down and the domestic economy is facing transformation and upgrade. In this big background, Chinese small and medium-sized enterprises (SMEs) present multiple problems such as the uneven regional development, a relatively low level of whole industries, and poor management status etc. Therefore, to understand and to master Chinese SMEs’management status, and to make in-depth study and analysis on that are particularly important.Firstly, based on the economic boom index theory and researching the listing enterprises on the SME-board and GEM, this paper constructs the SME boom index system. Secondly, according to846Shenzhen listed SMEs data from SME-board&GEM, it measures out the SME-board&GEM boom indexes of the inter-provincial, regions and major cities by using diffusion index and Composite Index methods. Furthermore, it makes a comparison analysis between SME-board&GEM boom indexes and the SME boom index. Finally, based on economic pre-warning theory, referring to the method of China Economic Monitoring Center, taking Zhejiang province as an example, this paper tentatively constructs the SME boom index pre-warning system, and simulates the warning of the boom conditions of the coming four quarters, so that to provide reference to the related department policy makers.The main conclusions:(1) the SME-board&GEM boom indexes differ dramatically from provinces, regions and major cities; regions develop quite unevenly; and the phenomenon of agglomeration is very obvious.(2) The SME-board&GEM boom index is relatively high correlate with the SME boom index, which indicates samples this paper uses are representative.(3)The pre-warning indexes of SME-board&GEM boom of Zhejiang province is remaining stable in the next four quarters, but some indexes are either partial heat or partial cold. The relative department should pay attention to those indexes.
