Since the land reserve system has been established in Hangzhou, the city land bank plays a significant role in the field of the optimization of land resources, strengthening macro-control capacity of the land market and accelerating the updating of urban. However, in practice, the land bank may be is too big, funds use too much, financial risk is too large; There may be a land reserve of the small scale facing no land available, regulating the market poorly. Therefore, determining a reasonable land bank size is an urgent need to study the practical problems of the department of land around.Firstly, on the basis of domestic and foreign scholars on the concept of a land bank, land reserve system and operating mechanism, the amount of land bank theory, determining the technical route of a reasonable size of land reserves. This paper forecasts the reasonable amount of land reserve of Hangzhou in "second Five Year Plan" period, which from the view of meeting market demand, using government-led multi-objectice land bank model, ensuring funds of urban development. In the view of Hangzhou land reserve status and problems, this paper makes recommendations accordingly.The research found that the size of the annual net land reserve of5254acres, years of operation land transfer size of3700acres, the size of the total land reserves of 18,500acres, can well balance real estate market regulation, urban development and construction of the required funds and control funds risk. The size of the annual net reserve volatility interval [3550acres,6390acres], scale fluctuations of the total reserves in the interval [12500acres,22500acres]. From the current existing land bank size of Hangzhou, Hangzhou land reserve is too large, capital occupies more than the risk.
