Land is a resource for the survival of the people, the production of humanlife cannot leave the land. Along with China’s economic development has enteredthe high-speed channel, urbanization, infrastructure construction, economicdevelopment all requires a lot of land, so the contradiction between land supplyand the demand for land increasingly prominent. In order to make the landsystem better adapt to the needs for economic development, the Chinesegovernment established the "three unities" land reserve systems: unifiedpurchasing and storage system, unified development system, and unified sellsystem. From the initial phase, the development phase to the development of thepopular stage, it formed three different types of land reserve system, they aremarket-leading, government-leading, government and market-leading.Compared to developed countries or regions, China’s land reserve systemhas some obvious defects like nature of the subject, such as vague nature of theland reserve’s subjects, the price mechanism distorted, unreasonable purchasingand storage plan and so on. These defects led to the weak management of theland reserve system, high operational costs of land reserve risk, and the plight ofdifficult work to promote purchasing and storage. Thus, if China’s land reservesystem want to be out of the woods, the most effective way is to introduce marketmechanisms in the development of land reserve system, this is not only the needfor the Government to strengthen macro-control of the land market, but alsoimprove social and economic benefits that land reserve brought, and effectivelyimprove the utilization efficiency of the stock of land needs.Overview of the land reserve system of Netherlands, Sweden and HongKong and other developed countries or regions, their common characteristic isfully respect for the role of market mechanisms, develop plans to meet thereserve requirements of the market, and take normative and perfect land transfer mode, therefore, the introduction of market mechanisms is an important way toimprove our land reserve system. From the introduction of market mechanisms inthe legal conditions, economic conditions and institutional conditions, ourcountry already has the feasibility of introducing the market mechanisms in somecertain extent. Therefore, we can achieve the target of improving our land reservesystem by separating the main body of "double identity" and improve thesecondary market system, developing a reasonable reserve price and the sellingprice, mastering sizeable stock of land to a reasonable allocation of marketsupply and demand and other specific measures.
