Study On Development Of Shouguang Agricultural Industrialization

As a large agricultural country, the "three rural issues"(agriculture, ruralareas and farmers) has always been the core issue of China’s national economicand social development.Since the reform and opening up in the1970s, thehousehold contract management based on the two-tier management system thatintegrates unified with separate farmers’ access to production and managementautonomy, liberating the rural productive forces. But with the continuousimprovement and deepening of the socialist market economic system, China’sagriculture in the development process, inevitably, encountered somedeep-seated problems. The experience of western developed countries hasshown that the industrialization of agriculture is the only way of agriculturalmodernization, industrialization of agriculture is to promote agriculturaldevelopment, the inevitable choice to help farmers get rich. Industrialmanagement of agriculture following the operating system of the ruralhousehold contract responsibility system is another innovation; it is not onlyhelpful to break both urban and rural structure and solve the "three rural" issuesbut also can increase farmers’ income.As a county-level city, relying on the development of the vegetableindustry, Shouguang city has successfully went out a brand-new path of agricultural modernization, developing a resource-poor poverty-stricken countyinto a nationally renowned "vegetable capital" and edged itself to the top100counties of China. Now, Shouguang is committed to a balanced construction ofurban and rural integration. However, there still exist several issues concerningthe scalization of agricultural industrialization and commercial production thatneed to be carefully studied.Based on this, this paper, mainly using a techniquecombining theoretical analysis and practical experience, through consultingliterature materials and the Statistical Yearbook, begins with an analysis of theconnotation and extension of the concept of "industrialization ofagriculture".Then, in a comprehensive review of Shouguang’s growing processand the present situation with the vegetable industry as the leading role, thispaper dissects the arising of several organization forms of agriculturalindustrialization, namely, Factory parks, Joint parks, Aggregated Park,Shareholding Parks, in the process of the development of agriculturalindustrialization, summarizing Shouguang’s good experience and practiceswhile promoting agricultural industrialization such as regional distribution,industrial operations, standardized production, market-oriented operation, aswell as brand supporting.In the mean time, this paper also carries out an analysisof the constraints such as green trade barriers, seed research and development, ashortage of funds, and local government’s management and service levelencountered by Shouguang during the process of agricultural industrialization,pointing out that the future development direction of Shouguang’s agricultural industrialization is Creative Agriculture, eco-tourist agriculture, and DeepProcessing Industry of Agro-products. Finally, corresponding countermeasuresand suggestions are put forward, in a bid to achieve a better development of ourfuture agricultural industrialization.
