Research On Governing Illegal Constructions In Huadu District,Guangzhou

Over the past decade,the economy had been booming and the process of urbanization had been accelerating.With the integration of urban and rural development,more and more illegal constructions appear in some large and medium-sized cities and coastal developed areas.These illegal constructions lack supervision,do not meet the initial plans and damage the image of urban and rural areas.They can also bring threats to people's lives and properties because of the absence of supervision during the construction process.Therefore,solving illegal constructions problems can help to utilize the urban land use,to ensure efficiency on the implementation of urban planning,so as to push the regional economy to rapid development.Huadu District,located in northern Guangzhou,has the main artery that connects the Pearl River Delta to the Inland,which makes it an important transportation hub in Guangzhou and in Southern China.The introduction of large projects,the planning for airport economic zone,and the construction of transportation hub have made the land value in Huadu District rising rapidly.In order to exploit benefits from the great rise in land value,civilians and property developers have been taking risks to build illegal constructions.And this makes it a huge challenge to fix the problems of illegal constructions in Huadu District.Therefore,it is necessary to study and discuss about this issue,so that a strategy analysis can be provided for the management and law enforcement departments.Based on the actual situation of Huadu District,I will be studying the governance for illegal constructions,by referring to the theory studies and practice results,combining my own experience at work in this paper.First,a definition for illegal constructions governance will be provided,combined with the concept of illegal constructions in related laws and regulations.Second,the present situation and characteristics of Huadu District's illegal constructions governance will be analyzed and the relevant measures and achievements will be summarized.Third,the problems of illegal constructions governance in Huadu,Guangzhou,will be summed up: the existing system and policies are not in force;the efficiency of law enforcement is still to be improved;the power of law enforcement is insufficient;the mutual responsibilities between different government departments are not effectively implemented and it is difficult to carry out governance on illegal constructions inprimary levels.Last but not least,operational suggestions on illegal construction governance will be proposed: first,concentrate on institutional improvement and make up the legal loophole;second,perfect the management mode and build a normal mechanism;third,enhance team building and improve management level;fourth,establish teamwork between different departments and encourage department collaborations;fifth,use various media to deepen the educational influence;sixth,aggravate the punishment and sanction to strike on illegal construction.Hopefully,this paper can provide feasible reference for future governance on illegal constructions in Huadu District and other areas.
