In recent years, rapid industrializat ion accelerated the process o furbanizat ion in China. Urbanization in the birth of modern civilizat ion,but also brought the city po llut ion, traffic congestion, shortage of land fora range of issues. Practice has proved that to solve the rational allocationof urban land resources in order to speed up the process of urbanization,improve people’s qualit y of life. In urban land use, government andmarket mechanisms complement each other, the two mechanismscomplement each other. Different economic systems, with the manner andextent of the government and market mechanisms are ver y different.Since the refor m and opening up, China’s exist ing urban land usemechanisms and land-use system with the cit y’s economic developmentneeds become increasingly unsuited to the government separation of landownership and use r ights, the introduction of market mechanisms to thecity’s land use and planned economy period compared to the greatlyimproved and further urban land use rationalizat ion of the structure andefficiency of urban land use in real life there are still have manyproblems.This paper tries to property rights, market mechanis ms andgovernment mechanisms jiaonan land use issues. Fuzzy, equity is notclear, the main defects in the Government mechanism rigid lag the marketmechanism is imper fect still exists the problem of China’s urban landproperty r ights arrangements, land use optimization of land use object iveof the mechanism, but did not achieve a good. Obvious characteristics o fthe economies in transit ion with. Unlike Western countries, in China toplay a fundamental role in the allocation of land resources is a marketmechanism, while the defects of the market mechanism is to make up forthe government as social managers. P lay the most important role in China’s current urban land use. Property r ights is the basis for theGovernment to finalize the legal for m, lay a good run the marketmechanism;, the Government should make the funct ions of the Centre ofUrban Land Reserve perfect, the establishment of urban land reservesystem to compensate for the defects of the market mechanism; theGovernment the need for further reform, does not improve theintervention mechanism, in particular, is necessar y to regulate localgovernment behavior. Therefore, this is the test as an entr y point fro m theabove three aspects to the rapid economic development during the landuse planning and Jiao Nan Cit y, Shandong Province, China’seconomically developed coastal regions, for example, the combination ofland use in Jiao Nan six months aspects of practice, perfect themechanism of urban land use proposed some recommendations.
