Recent years studies show that natural resources will not necessarily bring rapid economic growth, many natural resources rich countries and regional economic growth but slower than natural resources scarcity of countries and regions, but also is rich in natural resources hinders economic growth. This phenomenon in economics known as named "resource curse", and caused the extensive attention of the academic circles abroad.Inner Mongolia autonomous region in2002-2009for8years GDP growth in the national keep first,8years average growth at an astonishing18.7%. Inner Mongolia in2011per capita GDP is as high as56700yuan, after2010years beyond the guangdong, further approximation of the ranked fifth in zhejiang. Although the economic development of Inner Mongolia in recent years remarkable, but in the industrial structure of energy, metallurgy, the proportion of high market risk big problems have been known. Luxury data hard to mask the embarrassment of Inner Mongolia, unable to get rid of the "energy curse" Inner Mongolia, its basic area sentiment is still "less developed".This article through to the energy consumption and economy development and mining to manufacturing "crowding out" theory research, based on Inner Mongolia energy production, energy consumption and GDP growth of empirical research, this paper discusses the energy production and energy consumption in Inner Mongolia in the economy development of different functions. And to establish the space of measurement model, Inner Mongolia and other provinces to the energy consumption of thorough comparison, in order to Mongolia to develop clean energy, break "energy curse", walk the road of sustainable development, provide the corresponding countermeasures and Suggestions.
