The real estate industry is a important industry in China and it is the basis of alleconomic activities. Chinese real estate market, the recent emergence of a structuralimbalance, the shortage of the physical distribution rent of low-rent housing,the"sandwich class", and how do real estate regulation, both to protect people’s basichousing, but also can promote the healthy development of the real estate market, hasbecome the current problems to be solved.In this paper,firstly,in the base of the sort out and analyze of the researchachievements about the real estate market, we made a comparative analysis of thehousing security and real estate market patterns of the foreign countries whichincluding Singapore, Britain, the United States and Germany, And parsed the existingproblems by a review of the reform about china’s housing regime.Secondly Throughthese analyze, we put forward a development idea and structural system of china’shousing regime in the base of a balance of housing security and real estatemarket.Thirdly we use the demand, supply and Non-equilibrium theory to build themathematical models of market demand, social supply and equilibrium development.The security model is used to measure the security of supply gap by taking advantage ofthe income curve, the security horizontal line and the existing security situation; marketmodel based primarily on non-equilibrium status quo, establishment ofnon-equilibrium market model to measure the Non-equilibrium degree;the protection-market Migration Model theoretical is learn from biologicalschool on the migrationtheory, In the end,we made a calculation and analysis in a study on background ofQingdao city.The result of the calculation of the security room supply gap of Qingdao city in2005-2010shows that the supply gap always exists which means low-income groups who needed guarantee always existed and a rising trend appeared. This related to thegrowing of urban resident population. The government should supply the securityrooms to keep a steady yearly increase, and provide a stable supply source, rationalallocation of existing security rooms to gradually solve the housing problems oflow-income class. on the estimated of the market disequilibrium, we use the date ofpopulation, GDP, Selling price of goods, commercial buildings constructioninvestment, real estate sales in1995-2010of Qingdao city to analyze. Through theparameter estimation, we obtained the non-equilibrium model of market developmentin Qingdao City, Thus calculate the1995-2010estimates of demand and supply andNon-equilibrium degree, the results showed that the Qingdao City real estate market inthe years1995-2010has been in non-equilibrium. The non-balanced strength is in achanging. In2010, the Non-equilibrium degree is-0.073, which means the supplyexceeds demand. For the Qingdao city real estate market imbalances, the Governmentshould proceed with the development of the secondary housing market, the price ofmacro-control, strengthen financial supervision and other aspects, gradual eliminatethe non-equilibrium of the Qingdao city real estate market, to achieve the equilibriumof the total state...
