Grain production is closely related to the stable development of national economy andpeople’s lives. From a macro point of view, as the basic means of production, grain hasalways been the guarantee of survival, reproduction and development of human society. Asthe going says "There is No Stability without Agricultural Development and Grain ", thegrain problem is related to people’s livelihood and it is the basis of national economicdevelopment and the social stability. As the industry which is closely related to the " Issuesof agriculture, farmer and rural area ", grain industry should play its positive role in theconstruction of new countryside, becoming the strong support and importantguarantee.Because of its warm and humid climate, good natural conditions, AnhuiProvince has been an important base of agricultural production and a famous grainproduction province in China. As one of the key construction major grain production areasin the implementation of national strategy “Rise of central China”, Anhui Province bearsthe task of increasing11billion kilograms of grain output. Therefore,to study the status ofgrain production in Anhui Province and tap the potentiality of grain production of AnhuiProvince is necessary and significant.Based on the survey of grain production of20counties in Anhui Province, this papermakes a comprehensive analysis of some factors how to influence the grain production inAnhui Province, like the area of cultivated area, yield per unit, labors’ willingness to growgrain, incomes of engaging in grain production. Based on the state of "tight balance" ofsupply and demand of China’s grain production, this paper reaches a decision about thepotentiality of grain production in Anhui Province, makes a deep research from thequalitative and quantitative aspects respectively on grain production in Anhui Province andputs forward corresponding suggestions. This paper is designed to make scientific,feasible comprehensive policy suggestions on boosting grain production and farmers’incomes for decision making by relevant departments. This Paper studies from thefollowing aspects:Firstly, by drawing on related scholars’ definitions on grain, grainproduction, grain security, this paper defines relevant concepts and describes theircharacteristics, then introduces and elaborates relevant concepts and empirical modeltheories which will appear in this paper.Secondly, this paper describes the state of "tight balance" of supply and demand ofgrain production in China’s macro environment, analyzes the causes of "tight balance", describes Anhui province’s advantages on grain production as a big province of grainproduction, points out that grain markets remain volatile and there is contradictionsbetween supply and demand in China.Thirdly, The data in the samples from the survey reaches a decision on the potential ofgrain production in Anhui Province. Based on previous qualitative analysis, this papermakes empirical analysis on the data obtained from892copies of questionnaires by usingsoftware—Eviews. And then analyzes the results of models, sorts the factors restrictinggrain production in Anhui Province systematically.Finally, the author gives suggestions that are helpful for increasing grain productionagainst current situation of development of grain production in Anhui Province and thechallenges that increasing grain production will bring. The suggestions include increasinginvestment in agricultural science and technology, Strengthening the protection of thearable land, stabilizing sown area of grain, strengthening the agricultural infrastructureconstruction, increasing government support, attaching more importance to farmers’ role ingrain production.China, as a developing country with lots of population, must be more scientific inusing human, material and financial resources, pay more attention to playing spiritualpower, be better to follow the objective law, respect the lands, protect the lands, let thelands play more important roles, mobilize farmers’ enthusiasm, so as to ensure grainsecurity and push grain production progressing steadily.
