Research On Changfeng County’s General Land Use Planning

During the current social high-speed development period,the contradictions among population,resources,environment and development have become increasingly prominent.Optimize the land resource utilization and promote the sustainable development of social economy is imminent.As a reasonable arrangement of landuse, and the important means of coordination of urban and rural construction and development, the general land use planning has become an indispensable way in China’s land administration. Therefore, how to prepare the land use planning which is according with the objective reality, complying with local economic and social development needs is of great significance.Based on the author’s participation in land use planning of ChangFeng County and as a starting point in land use planning of Changfeng County,this paper discusses the thought,the methods and the contents of the planning in order to provide theoretical guidance and references for the general land use planning.The paper is divided into four sections. The first part analyzes the backgrounds of current social economic development and relevant policy in land use planning, illuminates the purposes and meanings of the paper. Meanwhile it introduces Chinese and foreign land use planning conditions briefly.The second part introduces the natural and social economy of ChangFeng County. Firstly the paper introduces the situations of nature resources and terrain features. Seconedly through the analysis of socio-economic status and development trend,it comes to the opportunities and adjustments that Changfeng County faces.Finnally,the paper studies the land use status and the dynamic change of land use in recent years of Changfeng County.Separately from the potential of land reserve resource development, the land reclamation,the land consolidation and the land productivity,the paper analyzes the potential of land use,the problems and the characteristics in the process of land use in Changfeng County,in order to provide the effective basis for the land ues planning of Changfeng County.The third part is the analysis on the overall planning of land use in Changfeng County. Through the first two rounds of evaluation of the implementation of land use planning in Changfeng County,the paper identified the feasibility of new round of land use planning which based on intensive use of land conservation and farmland protection in Changfeng County.The paper summarized the features and advantages in the third round of land use planning,and describes the status and role in the processes of social and economic development of Changfeng County.The fourth part summarizes the achievements and contributions in the third round of Changfeng County,and analyzes the problems that still exist,and put forwards the corresponding countermeasures and suggestions.
