Experience Of Foreign Old-age Insurance And Revelation To Rural Social Pension System In Our Country

Our country is a big agricultural one, issues concerning agriculture, farmers and countryside are the major problems of overall situation which has always been related to national economic and social development. However, due to the long-existing dualistic social structure of our nation, the income gap between the urban and rural population has gradually become bigger, the lever of peasants’life has lagged far behind the urban residents, And thus they became one of the social vulnerable groups which one performance is the lack of social security rights. With the acceleration of urbanization, the size of rural family population has gradually reduced, family structure has changed to miniaturization and core tendency; besides, modern science and technology has been applied to agricultural production, which makes a lot of labor force liberate from the land. And the pace of population flow speeds up, which also makes more agricultural labor force into non-agricultural industries migrant workers. The mode of family support based on the land continuously weakening. The rising trend of aging population also makes rural family support serious.10%of the counties (cities, areas, flags) have carried on pilot project for new type of rural social pension system work in our country in2009, the system developed rapidly in various regions, until May2010the total number of participation in the system has more than fifty millions. But many questions, which became obstacles for the further development and promotion, turned up during the course. Internationally, pension system so far has established in more than160countries and regions which are still in the process of reform and perfection. There are their special features and valuable experience with the system of different countries. Therefore, analyzing pension system foreign and summarizing helpful international experience will bring important enlightenment to ours’reform and perfect. There are five parts in this paper. The first part is an introduction that includes the background and significance of the topic、domestic and international research summary、research content and methods、the innovations and shortcomings.The second part is theoretical basis of rural social pension system, mainly introduces related concepts of the rural social pension, including social security、social insurance、social pension insurance and rural social pension insurance; then analyze the theoretical basis of the rural social pension insurance, including Maslow’s hierarchy of needs theory、Keynes’s social effective demand theory、 Marxism social security theory and Pigou’s welfare economic thought. The third part is experience analysis of foreign pension insurance system, which mainly analyze Swedish、German British、American and Japanese pension insurance system, including the development process、the characters and the problems confronted of the system. In the fourth part, our country’s rural social pension insurance system framework is introduced and the existing problems are analyzed. In the fifth part, the foreign experience to our country’s revelation of rural social pension insurance is firstly summarized, finally some suggestions which perfect our national rural social pension insurance construction have been put forward. In the legal level, establish and perfect the rural social pension insurance law. In the policy propaganda level, spare no effort to promote the work of policy propaganda and popularization. In the fund management aspects, establish and improve the mechanism of investment operation and supervision. In handling services aspects, constantly strengthen the service ability construction of social insurance organization. In the system aspects, gradually establish a nationwide unified rural social pension insurance system.This paper mainly adopts the research methods of systematic analysis、 literature analysis and comparative analysis, on the basis of the research results about rural pension insurance of the domestic and overseas scholars, through the normative analysis of rural pension insurance system abroad, link theory with practice, study our national countryside social pension insurance system. This paper’s innovation lies in:comprehensively and systematically analyze the development process、 characters and problems faced in pension insurance system of five countries abroad, draw the enlightenment of our national rural social pension insurance system from the experience foreign, and propose some suggestions to our national rural social pension insurance system reform.
