Our Country Construction Supervision System Analysis Of Influence Factors And Countermeasures

In1988， China began to implement construction supervision system， as the PRCconstruction law bidding law of the People’s Republic of China "，"engineering constructionsupervision regulation"，"supervision engineer qualification exam and registered try outmethod" and so on a series of laws and regulations of China issued by the constructionsupervision appearing， fundamental building system already， enormously promoted thedevelopment and perfection of construction market. Implementation of the system ofconstruction supervision， effectively improve the level of management， project constructionand perfect and normative construction market and use effectively the construction funds play animportant role. Meanwhile construction supervision system is also gradually by grope referenceto mature， perfecting stage stage of development， but its standard and scientific degreecompared with foreign countries still exist in the very big disparity. Our country constructionsupervision system is a complex construction supervision system， relationship to project eachproject construction factors and each link， how to grasp and correctly handle the constructionsupervision system and the relationship between these factors， has become a cause extensiveconcern of social problems.In order to better improve construction supervision system， this paper first from the basicconcept of construction supervision system in China was studied on the nature of theconstruction supervision system in China， the content， and construction supervision legalstatus and power and responsibility for research object are analyzed， the limitation of theory forconstruction supervision legal status and properties of different understanding， and expoundsthe construction supervision system in our country and the historical evolution of the influencefactors of construction supervision system analysis provides theory basis.Secondly， according to the characteristics of construction supervision system in China，and combining with China’s construction supervision system of our country’s developmentpresent situation， factors affecting the construction supervision system on the analysis， thispaper holds that Chinese construction supervision system by administrative elements， marketfactors， technological elements， international competition elements of joint action factors.Then， this paper and AHP analysis according to the model， analyses the influence factorsof construction supervision system， and combined with the evaluation index system of ourcountry construction supervision system expert grading， the relevant factors determine theconstruction supervision system evaluation indexes weights. For the proposed consummates ourcountry construction supervision system of countermeasures， provides the reasonable effectivedata to support.This paper attempts to our country construction supervision system and analyzing theinfluencing factors of AHP model establishment， master of each factors in the influence ofconstruction supervision system， to determine the influence factors on the importance of construction supervision system. Hope to be able to guide and further perfect our countryconstruction supervision system， to create a healthy and stable supervision of projectconstruction environment.
