In the21st century economic development rapidly and competitionincreasing, in order to pursue their own interests long-term development, high-tech enterprises must constantly improve the core technology competitiveness.Ascore strength of high-tech enterprises, R&D personnel decide the futuredevelopment of enterprises to a great extent. At present R&D personnelperformance appraisal made some progress in high-tech enterprises, but there isalso some loopholes and inadequate. Accurate, fair and impartial performanceappraisal is the effective means to improve the staff work enthusiasm attract andretained the core technology personnel. So how to get real performance appraisalresults is problem needed to resolve eagerly.In this paper we first introduce the purpose and meaning of R&D personnelperformance appraisal study, and summarize the domestic and foreign researchsituation.We define of high-tech enterprises and R&D personnel’s conception,and further summed up the characteristics of R&D personnel. Analysis of thehigh-tech enterprises’ R&D personnel performance appraisal situation, mainlyfocus on problems in the appraisal course and study on the reason. Summarizeand analyze employees’ job performance influence factors, the main factors aresystem factor and personal factor two categories. Through a combination of R&Dpersonnel’ characteristics, this paper considers the most important factor of high-tech enterprises’ R&D personnel is personal factor and system factor’simportance is a bit low. Mainly through layer decomposition of high-techenterprises’strategic objectives to obtain R&D personnel’ KPI and then combinethe individual capacity indicators and personal attitude indicators together formthe performance evaluation index system. Using AHP to calculate the weights ofall levels indicators and then through the consistency check.Finally base on jobcharacteristic of high-tech enterprises’ R&D personnel to use360operformanceappraisal, and choose suitable evaluation body. According to different informations that every evaluation body held, this paper give them different scoreweights, in order to obtain more accurate performance appraisal results.
