Study On Government’s Management Mechanism Of The Regional Industrial Technology Innovation Alliances

In the era of knowledge economy, with the rapid development of science andtechnology and the increasing trend of economic globalization, the new era oftechnological revolution has arrived. Technological innovation determines theenterprise’s core competitiveness and competitive advantage, therefore it isconsidered to be the key to survive in the era of new technologies. Industrialtechnology innovation alliances as the important way that help enterprisegathering high-quality resources, improving the innovation efficiency, expandingmarket size and participating in international competition, which is considered animportant organizational innovation in the Knowledge-based economy era andalso an effective way for national. Regional and industry to respond to thechallenges and to Enhance the independent innovation capability. RegionalIndustrial technology innovation alliance can promote regional industrialrestructuring, breed new industries and industries with local advantages,strengthen the core competitiveness of regional industries and enterprises, inother words, it can achieve the sustainable development of the regional economy.Therefore, playing a good government’s functions and effect is extremely vitalsignificance to develop the regional industry alliance, promote economicstructural adjustment, optimize and escalate the industrial structure and achieveinnovation-driven development.This dissertation makes a systematic analysis and comment about theindustry alliance research status at home and abroad. It defines the industryalliance and analyzes its characteristics. This paper is applying the complexnetworks theory to reveal the mechanism how industry alliance promote theregional innovation and how government promote the development of industrial technology innovation alliance, and then get the focal point of government’smanagement of the regional industrial technology innovation alliance. On thisbasis, it builds an government management mechanism which include the overallplanning, innovation support system and the government’s oversight mechanismsof regional industrial technology innovation alliance. Further, it constructs theevaluating indicator system on the effect of the regional industry alliance ofgovernment’s management mechanism, and then brings forwards the evaluatingapproach based on comprehensive grey hierarch evaluating method. Finally, thispaper makes an example analysis on the development status and the government’smanagement situation of the Heilongjiang Provincial industrial technologyinnovation alliance, and gives the corresponding optimization strategy of thegovernment’s management of Heilongjiang Province industrial technologyinnovation alliance. The purpose of this paper is to give theory, method and tacticsupport for government’s management of the regional industrial technologyinnovation alliances in China.
