The Creation And Empirical Research Of Liaoning Province’ FDI Quality Evaluation System And Assessment

In the period of "Eleventh five-year plan", the use of FDI in Liaoning Province hasshown the following characteristics: First, the scale of FDI and the investment area havebeen enlarged. Second, more and more world top enterprises which are different industrieshave settled in Liaoning. We recognize that FDI in our province is in a state of rapiddevelopment. But there are many problems of FDI in Liaoning province, such as a singlesource of foreign capital, investment structure imbalance, serious environmental pollution,etc. Therefore, in order to make the further development in Liaoning, comprehensivelyimprove the quality of FDI has been a main problem to us.This paper is about the creation and empirical research of Liaoning Province’ FDIquality evaluation system and assessment. Firstly, it introduces the research background,significance, research status at home and abroad and related basic theory; Secondly, itanalysis10years data of FDI in Liaoning province, summarizes the characteristics andexisting problems, which illustrates the necessity of the system construction; Third, basedon systematic, scientific, orientation and operability principle, it selects19indicators from6levels, such as: the economic contribution quality, industrial upgrading, technologyspillover effect, tax and employment and economic harmonious and balanced development;The fourth, in order to calculate the reasonable indicators’ weight objectively, theSPSS17.0software is used. Using the principal component analysis to weight all indicators,thus finally constitute the “FDI quality evaluation system to Liaoning”.In order to test whether the index system built in this paper is in compliance withcurrent situation to Liaoning province. It calculates the score of Liaoning FDI quality byusing ten years data from2001to2010. Finally, it finds that the situation of FDI qualitywhich is reflected by the system in Liaoning is reasonable. Through the empirical research,there are four countermeasures to Liaoning FDI quality have been suggested: First,upgrade the industrial structure, increase the technological spillover effect of the foreign enterprise induced; Second, promote economic sustainable development; Third, improvethe early warning mechanism; The fourth, implementing the public supervision system;The fifth, reduce and regulate the environment pollution. Through the abovecountermeasures, it will have obvious effect to improve the quality of the FDI in ourprovince.
